It constitutes a counter-balance to the supranational tendency in the European integration theory such as neo-functionalism. The core elements of his theory are the rational state behaviour, the liberal theory of national preference formation and the intergovernmental interpretation of the interstate relations. Supranationalism refers to a large amount of power given to an authority which in theory is placed higher than the state (in our case this authority is the European Union). Intergovernmentalism focuses on the importance of member states in the process of creating EU-wide regulations.
